The safety car was brought out as soon as they started the race, so 32 cars only passed it once.
The time i'm thinking of (maybe not bathurst) was a few laps from the end, but the car was left there, so they'd pass it more than once. Nothing to do with risk management,
if its unsafe, its unsafe. Theres no middle ground.
