Presumably because all had confirmed with V8SC that they were happy for their product to be raced and/or had binding agreements. But from what Volvo has been stated, that won't be forthcoming in 2017.

That was my recollection. Recall Merc Australia saying after the AMG negotiations broke down, in light of the amount Erebus had invested, it would allow its product to continue to be used until Gen 2, which was at that time expected in 2017.
