I think you're overthinking this and finding something that's not there. First off, Vettel is one of the best wet weather drivers on the grid and rainy conditions are when the cars become extremely throttle sensitive. You're also overstating his struggles in the 2014-16 era: yes, he struggled in 2014, but was arguably the driver of the season in 2015 and, despite some qualifying issues, had plenty of great races in 2016. The difference between 15-16 and the V8 era for Vettel was mostly car pace related; he simply didn't have a car capable of competing for the championship in 2014-16.
