This is what happened for a number, if not most, short track ovals as well. Although, in one case, Bovingdon which was very popular and where I used to spectate with my boys, they made sure it wasn't a problem by creating a housing estate over it.
(Edit) Sorry that sounds if they built on stilts; they didn't, just removed the track.
