Ok, you got me with the "formation car" Safety car, but I was right about Q2: Noone will lose the lap, completely.... They'll blow the lap, but will complete all 3 laps, setting a time

PS: No funny rule changes. Especially during the season. Wanna change rules, that's for 2004 and you must propose them prior November 1st this year
