It's quite easy; award meaningful penalties. At the drivers' briefing, CoC would tell them that drivers will respect track limits, and a first infringement will attract a 30 seconds penalty, and a second incident will result in the car being excluded from the race.

Then the drivers will stop hitting objects that are placed there to try to enforce track limits, because currently there is no real deterrent.
