The only reasons I can think of are
A) Money
B) Over confidence
C) Their Mecachrome is still not full up to spec but rather the same "pre-production model" as indicated by Lowdon
D) Fear of some sort of public failure (???)
If it's A (from Manor's and/or sponsor side) then Ginetta themselves - who are loaded enough - should be throwing cash at them if they ever want to field more customers cars for Le Mans. You can't win this by playing poor (the AMR way)
If it's B... well... ... ...
I guess C could be sort of plausible if they know they can't get much (continuous) running out of the thing, but it gets pretty laughable from the campaign if haven't got the proper powerplant in the car by April already after this Ginetta project was announced millenia ago with so and so many targeted customers
Similar story with D, given some of the mechanical gremlins and whatever, which they might rather want to sort in private testing, but you're hardly going to get press coverage out of that meeting anyway, and in any case sooner or later the day will come when you will need to face the world
