Supp rules for tassie
2.1.4 No change of Drivers will be accepted later than 1700 (AEST) on Thursday 6th April 2017 unless exceptional circumstances, as determined by the Stewards, warrant a change after that time.

D8.3 Multiple Drivers
8.3.1 Save for Rule D8.3.2, and where an additional Driver is permitted in practice, only 1 Driver per Car is permitted to compete in any Event. (8.3.2 covers enduro races)
Pretty much a driver is locked in to a car for the event, changes have occurred before races , but never once a race has started
Thus i would believe that no change would have been allowed overnight in this case
