Adam Morgan. Debut in 2012 having won a drive as a prize. A lot of retirements early on before showing signs of promise later on. Would have remained eligible for JST in 2013.

Tom Ingram. Debut in 2014. Would have been eligible for JST in 2015 and would probably have been in contention following some good results later in the season.

Aiden Moffatt. Debut in 2013 from R19 and would have remained eligible in 2014 and 2015.

All three had rookie seasons that would have seen them struggle to compete for JST, but have developed into strong performers and surely deserved at least a second bite of the cherry.
I think it is a bit harsh to refer to all of those who are not rookies as perennial backmarkers - and those that are will not be challenging for the trophy anyway.
And James Cole would have been eligible from 2013 to 17. Just shows how a lot of drivers improve with time
