I wonder if the idea with this double DRS is to give two opportunities given that Turn 1 is a tight and tricky corner in which to overtake, tight on the apex and immediately followed by a slight left. If a car is clinging onto the back of the one in front coming out of Turn 1, it has a very good chance of getting in front with DRS into the 90-degree Turn 3 right-hander. That said, perhaps a detection point on the start-finish straight and a DRS zone on the run down to Turn 3 would be enough.
Alternatively, this kind of double DRS could be viewed as an attempt to exacerbate the effect of DRS over the course of a lap. The possibilities of the passing car pulling away a bit are then maybe too much, though. It certainly facilitates faster cars getting by and staying there.
