Did you actually watch the race? He took the normal racing line, perhaps slightly to the inside to block, as any racing driver would when it's the last corner and they're running 2nd. He didn't weave at all. Look it up on youtube.
The penalty will be because race control deemed he should have just got off the racing line when he was at that speed, but what driver would?
