In a film noir style setting, if someone from the series came to you to negotiate about future conditions, and says, we expect and aim at everybody being partner. Btw, there's the potential of restrictions for those who are not partnered. But. Of course. We do not want to implement those. We actually even haven't decided on that yet. In a real setting, meanwhile: they don't need to decide on restrictions until they've received their first non-partnered entry, and they don't have to implement any of that if every car manufacturer present in your class ended up as their partner. So if they have convincing arguments for all the respective manufacturers to partner up this all goes
