The 3 cars is most likely 2 race cars plus a rolling spare.
There may be other French constructors but it's not as simple as the same flag. Ginetta already being developed means it could be cheaper than going elsewhere for one off or small number builds. We also now know the ORECA is exclusive to Rebellion, so that'd be another car needing done.
The Alpine already has a British engine in it right now too.
