best for what? Sprints & hillclimbs need tyres that work when cold as they never get hot, races are different, then again a tyre that goes off after 10 laps is no good for a 1 hour enduro, horses for courses.

"1A tyres are not for racing on. " - it depends; I raced around Europe for 3 years on a cheap (control) Bridgestone 1A tyre, 30 quid each and buffed down to 3 mm they would last a season, same for everyone so not a problem . Also it meant we weren't overstressing 40 year old components with modern ultra-sticky stuff. Thus avoiding the need to 're-engineer' uprights in modern materials at vast expense (like some continuation cars do)
