Honestly I do not see that as an issue.
If you are 3-4 seconds faster, equally reliable then spending 3.5 times as much as an LMP2 team is all worth it, if it means you are in for a shot at the win at Le Mans!
All that matters is that the gap between LMP1 and LMP2 is big enough to separate the classes, so that LMP1's will always have the first shot at victory. If you can can guarantee that, then you will get the sponsors and with that the budget.
