Spoke with a former colleague from Ontario NY about this today and according to him, it was done to expand the grounds for the rest of the fair stuff, which just wrapped up (last week?). Touted as the biggest fair ever.
Also, according to him, the track and stands were in rough shape, but that's obviously not the reason.
