Button was on the inside of Rogro. When Button moved left to take the first corner, Romain had to do the same and Webber was unfortunately there already.
It's a bit similar to Monaco last year when Alonso tried to force his way into a small gap between Hamilton and Grosjean, forcing the latter to take evasive action and collide with MSC.
