The polesitter is the driver that IndyCar determines that will start the race on the pole, and therefore earns the extra championship points. If the fastest driver in the Fast Six gets penalized, they won't be polesitters.

OK, then I replace Power by Pagenaud for the pole, as I said I would do in this case.
BTW, the one who gets the pole award points is the fastest guy in the Firestone Fast 6, not the actual polesitter:
