As a Turn 1 regular he is standing behind armco it's just that the cars are blocking you from seeing it.
Most photographers stand on the other side of the track or in a head on position (like the photographer who took this pic) or stand with the flaggies up at Turn 4 which gives them a great long shot of all of Turn 1.
