They changed the format to allow new drivers to have a fair chance rather than favouring the experience drivers. If you havent notice. Free practice times are faster than qualifying times since they change the format. As by the time the second session is on all the formula 1 rubber is picked up all ready.
Yes, Free Practice times are faster than this year's qualifying times - but they are still not faster than qualifying times from two years ago.

This can be explained by the fact that F1 qualifying only gives each car half the amount of laps, so there will be less rubber on the track.

...but that should be cancelled out if there was any significant development being done to the car.
