Nearly everyone has this problem at Mallory. We've been there 3 times this year - my brother driving and me on spanners. Each time we've run the engine the minimum amount necessary to get to and from scrutineering. The car is certainly quieter than many road cars and the transporters going through the village to the circuit. So far no-one has shouted at us.
It would seem reasonable for the final instructions to say something like 'before 9.30 race car engines can only be run for the purpose of driving to and from scrutineering and must only be run at low revs and throttle position'.
