I understand your point, I don't have any facts either. Feels quite unnecessary though running a team just because they have too. Just shutting down would make more sense.
But maybe they are running for that reason, or maybe something else. The grid looks quite small at the moment and I would guess the series needs every car it can get. Maybe they are doing it to keep the series alive?
