The MSA can withdraw or suspend a licence at any time. It has to give the reasons to the applicant but, as far as I know, they do not need to be made public. If the licence holder accepts punishment I am not sure a formal hearing is required - but someone correct me if I am wrong?
I think in this case he didn't have much of a defence!
