I think everybody listening would have agreed with everything they said, it's just that they obviously had to hold their tongue until the situation looked concrete. Now that we are fairly sure about how things will proceed, there's no need to hold back.
As for the HPD "major manufacturer" exclusion, it has all the hallmarks of the ACO not wanting any big boys to potentially spoil their party. Of course, they will claim it's in the interest of keeping costs down ...
