When you complete a race, you unlock the create a driver mode. It's not very detailed though - you name a driver, choose what sex they are, choose a helmet and pick a team. Also, when you win a race you unlock the "create a team" mode where you can choose a chassis and engine and a paintjob, most of which are hidden.
