The easiest way to get around the visibility thing is to wire your washers into the wiper switch, although a better way is to put it on a separate switch. You will need a bigger wash water bottle, at least a gallon.
IIRC tyres for Stockhatch have to be on the MSA 1a/1b list (ie road legal) but if you check the rules it will tell you.
You can get a mail order cage and fit it yourself, or go to a specialist cage manufacturer. IIRC you said your car was a Metro/Rover 100, so they my be a bit more difficult to find, and therefore a little more expensive, but if you check out companys like Safety Devices, Rollcentre and Demon Tweeks, you should be able to find something, if not Google is you friend

I'm not sure if you need to do a BARS test (extra cost) if you apply for the rally Nat B. The Non Race Nat B in the Speed section is the one I would recommend
Sponsorship is fine, in fact the more you can get sponsored the better
Yes you can use the same car all year. The car has to be checked before every meeting, so yes if there is damage, it has to be safely repaired, lets face we can reach speeds in excess of 100 mph so you need to be confident in the safety of your car.
