Governments invest in events to generate new money into the state and economy. Queenslanders spending money in Queensland (which they will do regardless of this event) does nothing to generate new money - it just redirects current money.
State governments invest to make a profit for the state - not the Gold Coast restaurant at the expense of the Brisbane restaurant.
