Exactly. They fill sites in phases (Turn 9 first, then Turn 8 and 4, then 3, then weird spots, then East of the pagoda).
Back in the hey-day of ALMS, I was usually way off the boonies with a million other people, and last year (and this year) those sites are now full as well!
It will be a huge this year, and a lot of promotion across Wisconsin as well.
