Formula E used a shortened version of the Long Beach circuit in 2015 and 2016, two weeks before the IndyCar events, and similarly still use (as far as I know) a shortened version of the Monaco F1 circuit in alternate years. Looking at the Montreal F1 layout, I would guess a hypothetical Formula E track could have involved using most of the southern end of the F1 course including the present pit lane, along with some new link across the middle of the island somewhere in the general vicinity of the casino building. I don't know how expensive and practical that would have been, but in hindsight it might have been a better idea than the entirely new temporary street course.
I suppose Circuit ICAR is somewhat comparable to the Berlin Tempelhof Airport circuit used by Formula E, but being almost 40 km away from Montreal is probably not what Formula E wants.
The Formula E website now shows TBA where Montreal had been on the schedule. I have no idea if that means they may be hoping to quickly add another race to the schedule as a replacement.
