It was because MSD only had a 1 year deal for 1997, which was to be reviewed for 1998. Peugeot Sport in France didn't want to share any info with them that could have been taken to another manufacturer in 1998, should the deal not be renewed. We all know how often teams and manufacturers swapped about back then.
