In both Gp2 and 4 (last version of Appendix J, 1981), discs can be reduced (but larger ones must be homologated) and callipers cannot be modified and alternative callipers must be homologated - but with no minimum production quantity.
The 650 (Gp4) papers are of course for the mythical "Escort RS", not the RS1800. The only homologated RS1800 under that Appendix J is by "evolution" of the 1605 Mk1 RS1600.
