From what I've seen of it it just seems to be another poorly worded regulation from the MSA - you can't do anything to 'abnormally raise' the temperature of the tyre above ambient temperature - that's so loose it may as well not be written down. So tyre warmers would in theory be a no - but if you 'normally' use them then surely you're not 'abnormally' raising the temperature - you're 'normally' raising the temperature.
