Not as of yet, that's the bid restriction limiting Bump Day to a non-event. Neither Chevy or Honda want to lease an engine that won't race AND neither really wants to support more than 13 cars but the 33 number means someone has to. There have ALWAYS been third engine rumors floating around but nothing more than hey maybe they'd like a go at it. Part of the push for the common bodywork again was to not make a new engine manufacturer have to do an engine and bodykit deal. Sounds reasonable but I'm not sure how realistic a constraint that was to teams building an engine.

Rumors I've seen from Robin Miller, MP and others on Racer.com have included:

VW (Audi, Lambo, very occasionally Porsche but NO)
Cosworth (badged with a manufacturer)
Fiat (Alfa Romeo, Maserati but that's been a WHILE)
Toyota (think more hopeful Honda/Toyota battle)
Think a Chinese make or two have been bandied about but think that's wild speculation
