The second point was only true when they went to 400hp engines, before that GP3 cars were extremely underpowered. Even now I think they could use more power and less grip (the same could be said for other F1 feeder categories, granted).
Following F1 around does give it more visibility, but also higher costs (not that F3 doesn't have that problem, but it's for different reasons); and less track time.
