I think it would be interesting to see developers produce a game that tried to bridge the gap between sim-racing and reality - a training sim if you like. In other words a game that really educated people about driving techniques, car control, mechanical sympathy, car setup, aerodynamics, safety, component durability, servicing etc - and which could be programmed to give worthwhile feedback on performance. You could even incorporate "blue book" material to help people learn the rules and regs of real racing/rallying.
Rather than going for something glamorous maybe base it on a real domestic championship that players might realistically aspire to compete in - say Legends Racing or BRC for rallying (with accurate full length rally stages)? Done well enough you could make it available to people applying to do MSA license tests. It would be a lot better than the dodgy DVD the MSA used (still do?) produce!
