The only reason why they could work the tires better is because they have the huge infrastructure to test, and feedback, more to Bridgestone than other runners. With more reliable feedback can Bridgestone improve like they have done.

What all that means is that Ferrari is paying Bridgestone to build tires specifically for them. Simple, political lingo needed.
I suppose this is something like the Ronald Reagan trickle down theory.
