Hadn't spotted that in the 2013 regs, which does seem pretty conclusive.

I guess the issue is ensuring the ACO is onside in coming up with the dedicated set of restrictions, which in the running text from John Doonan and Vincent Beaumesnil here essentially says "run in the US for 2014 so we can figure out what those restrictions should be and then we can have the Mazda running in 2015".
