It's obvious one of those reasons was costs. To compete you needed an F1 sized budget, or you need facilities/suppliers in place where you can do it all by yourself like Toyota and Ferrari. Even F1 teams don't have it all. Only Ferrari and now maybe Mercedes, after they bought out what was left of BAR Honda when they changed to Brawn and then to Mercedes, have a place where you can do car & engine & aero. Then you have the rules which limits the areas where gains can be made. Every car following the same trend is just like F1 where they can only make gains on the aero side by messing with winglets on the front and some on the floor and some on the bargeboards.
