Sadly, there is a parallel with road cars and diesel admission testing. If you know the scope of monitoring, then you can engineer around it, and get results that fit the scheme desired.
This doesn't fascinate me, this mechanical poker game. I understand the need for BoP in the sense that you are lumping some very different vehicles into the same class, and wanting to give equal opportunity to each. I just have doubts that it is possible to have the playing field level.
