In fact, if you go to Etcc website's Regulations tab (link here), the technical regulations are only for TC2, TC2T and Super1600 cars. No talks at all about TCR rules.

VW Group already ran TCN-2 last year in ETCC, so they have homologated their cars in this category. Jaime Puig talked only about WTCC. I think that it's necessary a kind of authorization by VW Group to use a Seat/VW/Audi in a championship: they won't give it for WTCC.
