Realistic budgets for each I believe are around 1.4-2 million Euros for GP2 and around 800k-1.1 million Euros for FR3.5, both depending on team. Of course as we get closer to the season budgets will come down significantly for both as they try to attract more drivers to the grid with realistic budgets.
FR3.5 is a very good championship, though I don't think it competes with GP2. Aleshin won FR3.5 last year and was extremely mediocre in the GP2 races he competed in this year. Wickens won't be in F1 next year (may go GP2) and Rossi could well end up in a GP2 car.
Maybe worth noting that as far as I can see GP2 has 8 drivers announced and FR3.5 has 7. Not a big difference between them.
