It's a little funky right now, but I think the micro-transaction/premium DLC model is here to stay and will become the norm soon. What I suggest is to pick the few you cars and tracks you REALLY want and buy those only. Every other car still shows up in the AI. For myself, I don't need or want to drive every car or race every track, so it was a fairly cheap game for me.
