Only problem with BOP is that you can't judge how many yellows there will be in a race or how long they might last.
I'd bet that teams would rather shut off their cars and coast than use displacement on demand (which comes with its own risks). If you have a V8, turning it into a big inline 4 or V4 won't help with NVH (noise/vibration/harshness).
