Maybe all they want to do is have a car ready to roll at Le Mans to show that they are serious.
As I read it they don't really have the money to run the thing all season, though I would be surprised if they didn't get accepted at Le Mans if they showed up before the test days with a real car, motor, and drivers. After all, there might not be a lot of privateer P1s on the grid, other than Rebellion.
