I think they need the helicopter to relay the feeds from the on-boards and the track cameras around the Nordschleife, so when there's no TV they seem to be stuck with just a couple spots from the GP loop. I heard Radio Le Mans say the other day that they are planning to give a proper linkup to the other cameras for (hopefully) next year. It'd be nice if they switched around between the various GP cameras a bit more however.
