I think that any sort of race in any of Newcastle's council areas is being a bit optimistic, NCC has taken two and a half years just to decide what to do with a rock that fell onto the road (albeit 20 tonnes worth), PSC has too much infighting with the rest having their heads stuck up their proverbials, and LMCC would take six years to consider it, would put it up for public opinion for another three then take two more years to carry out an environmental impact study, say yes to the proposal, than postpone it because a councilors brothers, uncles, neighbors wife was a cleaner for the company that submitted the application.
