I'm pretty sure it only applies to the UK mainland. There are still events such as rallies in the UK that are on closed roads and not on the mainland (Manx Rally, Tour of Mull). There are a lot more closed road events in Ireland anyway, rallies, hillclimbs and the like. I'm sure it won't be an issue.
