Why was CASC removed as the national authority here in Canada?

On another forum, Philippe Charuest from Montreal posted an answer to a similar query

All I can add is that the incident is described in the (unauthorised) Bernie Ecclestone biography that was published a year or two ago - sorry I've forgotten the title.
