Hypothetical question

This came up in a conversation earlier today.

Imagine a road close to a racetrack which you use regularly. The speed limit on said road is the national speed limit of 60mph. However, you have to drive down this particular road for work purposes on a major race weekend. You don't notice the cardboard signs which have been dropped over the national speed limit signs stating that the speed limit is 30 mph.

OK, you're a bit of a dummy for not reading the road signs but if there were no warning signs stating there was a temporary speed limit in operation can you still be done for speeding?

Are the card signs in the form of a standard speed limit sign i.e a red circle with the speed limit in black on a white background, correct typeface and size?

From what I remember, temporary speed restrictions are legally binding whether or not there are actual signs (yeah, weird!) but if the signs weren't of the correct legal size with all "repeater" signs similarly changed, then I think you'd have a good case for court.

The new temporary limit also has to be passed by the local council (I think) and notified in advance, normally through local press.
