Yesterday both Nagy and Panis were here in Monza. The cars were not ready with the 2017 modifications to be taken to the track, that's why they were not testing.

Even Esteban Guerrieri is here, I talked to him yesterday evening

The WTCC desperately needed cars. I don't think it impossible that they got some "support" from the organisers to run the cars in this season - but only enough for run the cars.

It was quite a while ago now so hard to find links. Essentially the GT1 championship became a series for re-branded GT3 cars. In the final series, to meet the obligations to commercial partners SRO were essentially funding sections of the grid (obviously not sustainable).

16 cars was the minimum requirement, and usually there'd only be about 3/4s of that requirement with a few weeks to go before each season, at which point SRO stepped in and funded the remaining entries.

That's almost certaintly exactly what has happened. One or two seasons of that can be sustained perhaps. It sees them fulfil their commercial arrangements with the minimum grid size of 16 met.

All of those 16 don't need to be competitive, so the "extra" entries will be run to the bare-minimum.

Not just GT1, that sort of thing happened in the old SuperTouring ETCC, before S2000 manufacturer entries came in. I know of at least one team that got under-the-table 'start money', and I'm sure they weren't the only ones.
